Tenpin Bowling - Rules & Regulations
01. EVENTS
The competitors shall compete in the scheduled events as follows:
Mixed Doubles Six (6) Games
Boys Doubles Six (6) Games
Girls Doubles Six (6) Games
Teams (Team of Four) Six (6) Games
Masters Final One (1) Game Round Robin and Position Round for Top 8 Leaders in the foregoing 18 games in both the Boys and Girls Division.
Masters Step Ladder Roll Off for First, Second and Third positions.

1.2. Conducting of Events
In each of the following events, players assigned to commence bowling on odd numbered lanes will move left and players assigned on even numbered lanes will move right for each successive game. The number of lanes to be moved is as listed on the event Lane Draw.

Mixed Doubles
Six (6) games in one block across 8 lanes. No games will be played immediately on the same pair of lanes. Two teams per federation, one to be scheduled for each squad. Line-up changes are not permitted during a block.

Boys Doubles
Six (6) games in one block across 8 lanes. No games will be played immediately on the same pair of lanes.

Girls Doubles
Six (6) games in one block across 8 lanes. No games will be played immediately on the same pair of lanes.

Teams
Six (6) games in two three-game blocks across 8 lanes over two days. Each game shall be played on a different pair of lanes. One team per federation to be scheduled per lane. Line-up changes are not permitted during this event.

Masters Finals
The finals shall be a round robin competition between the top 8 players based on their 18 qualifying games in Mixed Doubles, Doubles and Teams. All qualifying pinfall is dropped. One game matches will be played. A final match will be played as a positional round, making a total of 8 matches.

These 8 matches shall be bowled according to a pre-arranged schedule.

Players failing to qualify for the Masters Finals shall fill vacancies, which may exist at the start of the Masters Final. Such vacancy or vacancies shall be filled from the non-qualifiers available at that time and in the order of the finish in the qualifying competition (Mixed Doubles, Doubles and Teams). In case of a tie between two or more available non-qualifiers, the selection will be by draw.

Position numbers for the pre-arranged schedule as decided by draw. Players from the same federation will be scheduled to bowl against each other within the first game.

When a finalist has not registered in person at the time specified in the schedule, a vacancy shall be declared and filled in accordance with the foregoing.

A finalist who withdraws for any reason after the finals have begun shall be replaced immediately by a pacer. When a pacer is used, all players who play the pacer or have played against the player replaced will be awarded the win bonus points.

Standings shall be based on total pinfall from each of the matches together with a bonus of ten for each match won, including the position round. Each player shall receive a bonus of five for a tie.


Masters Step Ladder
A step ladder final will be conducted for the top three players in each division and after the 8 matches of the Masters Finals to determine the Champion, second and third positions.
Players failing to qualify for the Masters Step Ladder shall fill vacancies, which may exist at the start of the Masters Step Ladder. Such vacancy or vacancies shall be filled from the non-qualifiers available at that time and in the order of the finish in the qualifying competition (Masters Final). In case of a tie between two or more available non-qualifiers, the selection will be by draw.

The Masters Step Ladder will be played match play style with the player in the higher finishing position having the choice of starting lane. All pinfall and bonus points are dropped.

a, Players two and three bowl a one game match.
b, The winner bowls player one in a two game match to determine the champion based on total pinfall over these two games.

02. AWARDS
Medals of Gold, Silver and Bronze shall be presented to each of the individuals winning those positions in each of the following events:
1. Mixed Doubles
2. Boys Doubles
3. Girls Doubles
4. Teams
5. All Events
6. Masters

03. TECHNICAL DELEGATE
The technical meeting will be held at a time and place to be announced to the participating countries before or after their arrival. Each participating national association may be represented by two officials.

04. COMPETITION RULES AND REGULATIONS
4.1. The Bowling competitions of the 2nd Commonwealth Youth Games will be conducted in accordance with the Rules of the World Tenpin Bowling Association (WTBA). In case of disagreement in the interpretation of the Rules, the English text shall prevail. Any unforeseen incidents not covered by the Rules will be dealt with as follows:

Cases of a general nature will be resolved in accordance with CGA Statutes.

Technical questions shall be resolved in accordance with the Rules of the WTBA.

4.2. Style of play: The style of play will follow the WTBA regulations.

4.3. Clothing: On sportswear of national teams or individual players who start for their nation, there must be the emblem of the nation or of the association. On the back of the shirt there must be the name of the nation.

4.4. Practice: Minimum one day of official practice will be provided immediately prior to the start of the Mixed Doubles event.

Two hours of practice is provided for each federation on each day of official practice.

After the lanes have been prepared and the official practice concluded, no play whatsoever by the participants of the tournament is permitted on the competition lanes during the entire period of the event, except for the event proper.

A minimum of 10 minutes practice
4.5. Tie Breaking Procedures
The player or team with the highest score in the Championships shall be the winner.

1. When equal scores (ties) are registered for any of the first three positions in the Mixed Doubles, Boys Doubles and Girls Doubles and Teams, co-champions shall be declared. There shall be no play off of the tie. (Teams or players with equal scores will get the same medals. In case of a tie for the first position, the next position will get bronze medal. In case of a triple tie for the first position, all will get gold medals, and there will be no other medals. In case of a tie for the second position, no medals for the third position.)

2. When a tie occurs for the eighth (8th) place in all events total a one game roll off shall be held to determine which player will progress through to the Masters Final.

3. In case of a tie in the Masters Final before the position round (after 7 games) between places 2-3, 4-5, 6-7 and so on, the player with the higher position is the one who in the round robin has
a. the higher total scratch pinfall.
b. won their match.
c. won more matches.
d. the least difference between the highest and the lowest game.
e. the higher game.

4.When a tie occurs after the position round for first or third place a one game roll off shall be held.

5. If a tie occurs for any position in the stepladder final a 9th and 10th frame shall be bowled, starting from scratch, to break the tie. If a tie still exists, repeat the 9th and 10th frame roll off until the tie is broken.

4.6. Slow Bowling
Players preparing to step on the approach and deliver a ball shall have the following rights and obligations:
a. They may claim right of way only over a player moving to the approach or preparing to bowl on the lane immediately to their left.
b. They shall yield to a player moving to the approach or preparing to bowl on the lane immediately to their right.
c. Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lane immediately adjacent to them on both the right and left are clear.

If a player does not observe the procedures outlined in paragraph 1, it shall be construed as slow bowling. A player failing to observe these procedures shall be warned by an authorized tournament official as follows:
a. A white card for the first offence (no penalty).
b. A yellow card for the second offence (no penalty).
c. A red card for the third and each succeeding offence in any block of games (six games for Mixed Doubles and Doubles, three games for Teams and all games of match play in a day). The penalty shall be zero pinfall for the frame.

3. For interpretation of the enforcement of this rule, the Lane Marshal of the Day shall specifically monitor any player or team that gets more than four frames behind the leader in a mixed doubles, doubles or masters event; or more than two frames behind in teams, not counting the end pairs of lanes.

4. Whenever there is any question concerning the enforcement of this rule, or lack thereof, in the Masters Grand Finals, the Technical Delegate or his designee, notwithstanding the reference to the Lane Marshal of the Day, shall make the final decision.

4.7. Penalties for Rule Violations
Penalties for rule violations, when the rule does not specify a penalty, are governed as follows:
a. A player/team failing to observe a rule(s) shall be warned by an authorized tournament official with a warning for first offence (no penalty).
b. For a second offence in the same tournament, the player/team will receive a yellow card.
c. For a third offence a red card shall be issued.

4.9. Protests
Protests involving eligibility or general playing rules must be confirmed in writing to a responsible tournament official not later than 24 hours after the game in which the infraction occurred or before medal presentation, whichever is the sooner. Any protests shall be written in English and lodged with a deposit of USD $50.

When a protest involving a foul or the legality of pinfall is entered, an official representative of the federations involved may be present when evidence is taken relative to the protest.

If no written protest is entered prior to the expiration period as stated, the game or games shall stand as bowled.

Each rule under this rule shall not be construed to cover a similar or previous violation.

4.10. Appeal Procedures
All matters, which cannot be settled by the Lane Marshal of the Day, shall be heard and reviewed by the Tournament Technical Committee. The decision of the Tournament Technical Committee is final unless there is an appeal to the Jury of Appeal within 24 hours after the decision is announced, or before medal presentation, whichever is the sooner.

Protests on eligibility arising after the conclusion of the Championships shall be filed directly with the Jury of Appeal within 30 days.

All appeals from the Tournament Technical Committee’s decisions must be filed in writing with the Lane Marshal of the Day or with a member of the Jury of Appeal, or with the Technical Delegate. Each appeal must be specific, written in English and include a fee of USD $100. If the Jury of Appeal does not uphold the appeal, the fee will be forfeited to the TBA. The foregoing also applies to protests filed directly with the Jury of Appeal.

The Jury of Appeal shall be empowered to cite before it all papers and persons involved in the appeal at a regularly scheduled meeting or if deemed appropriate, the Jury of Appeal may decide an issue by a mail vote after all material involved in the matter has been studied by each of its members.

05. LANE ASSIGNMENT
Lane assignments shall be determined by a draw conducted in the managers’ meeting. Once competition is underway, the number of players scheduled on a pair of lanes must be consistent throughout the tournament.

06. PLAYERS AREA
The Tournament Directors, using methods of identification, which are obvious to spectators, shall define the players’ area.

Only one coach or team official from any competing team will be permitted in the player’s area in the immediate vicinity of each pair of lanes on which their players are competing.

A player may have no more than four bowling balls in the players’ area.

It is not permissible to bring in or consume food in the players’ area.

07. SMOKING AND DRINKING
The players must not use tobacco products, consume alcohol or be under the influence of alcohol while in competition; i.e. during the entire period of a block of games. In those instances where it is established that a player is in breach of this rule, he may be suspended by the Tournament Technical Committee from the tournament for the block of games then being played.

Non-alcoholic beverages are allowed provided they are not consumed in the players’ area.

During the championships smoking is not permitted in the bowling centre.

08. MOBILE PHONES
Players and team officials are requested to turn off all mobile phones during the course of a squad or event whilst in the venue.
